Free Florida Breast Exams A Phoney Scheme To Fondle Women Or Just An Attempt at Philanthropy?



Phillip Winikoff may have always wanted to be a doctor. Or on the other hand, maybe he has just always been a pervert. In any event, it is hard to forget what he did in 2006 which resulted in him being charged with three counts of sexual battery, two counts of practicing medicine without a license, two counts of simple battery and one count of using the title of doctor without a license.

Back in 2006, the then 76 years old went door to door offering free breast exams. Winikoff definitely looked the part. Grey hair, black "doctor's bag" and a sympathetic ear. To make matter even better, he went door to door in an apartment complex. (A doctor who makes house-calls!) Apparently, Winikoff knocked on a 36-year-old woman's door. He said he was from the local hospital and was offering free breast exams. to residents of the Lauderdale Lakes apartment complex. The scheme may have worked had he planned a bit more carefully. Allegedly after Winikoff completed a thorough breast exam on the 36 year-old, he moved on to the genital exam without putting on a glove. (This is a dead give away for any woman who has ever received a pelvic exam!) The woman called police. Meanwhile, Winikoff moved on to his next patient (alleged victim.) Winikoff offered his services to a 33-year-old woman who also lived in the same apartment complex.

When police received a complaint, Winikoff was arrested for fondling two women's breasts and genitals while masquerading as a doctor. Mitigating circumstances apparently include that the exams were free. Ironically, now five years later the prosecutor and defense counsel have finally reached a plea agreement to recommend to Broward Circuit Judge Sandra Perlman. The Sun Sentinel . Surprise! Surprise. It turns out that Winikoff was not licensed to practice medicine. Although he did have experience helping women in his role at a local automobile dealership as a shuttle driver, his job description did not involve breast or genital exams. In the absence of a plea agreement being accepted by the judge, Winikoff could face up to 55 years in jail. Winikoff Criminal Complaint

My vote is for pervert. But at least one with a clever modus operanda. He probably sees doctors all the time at the dealership and sees how they get women. He probably figured he was entitled to pretend he was a doctor so he too could get the benefits.

I would be more inclined to guess this from a chiropractor not a shuttle driver....
